The Department of Community Development takes your privacy seriously and is fully committed to keeping your information private. The processing and sharing of personal information come with significant rights on your part and significant responsibilities on Department of Community Development.

This Data Privacy Notice is provided to fulfil our obligations under the Federal Decree by Law No. (45) of 2021 Concerning the Protection of Personal Data, which requires greater accountability and transparency about personal information, and which gives you greater control over how we use it.

Our Data Privacy Notice explains how and when we collect personal data from and about you, why we do so and how we treat this information. It also explains your rights in relation to the collection of personal information and how you can exercise those rights.

The type of personal Information we collect

The Department of Community Development collects and processes the following information:

  • User Registration
    • Full name*
    • Mobile Number*
    • The name of the entity*
    • Job title*
    • Email address*
    • Gender*
  • For Login
    • Email address*
  • For Submission
    • Company/Organization Information: Company name, address, type of business, workforce size
    • Nominated Entity Information: Details of projects and initiatives submitted for the award, location of entity, decision maker name, organization establishment decree for the governmental entity, the commercial license of the organization, and occupancy certificate issued by DMT
    • Technical Information: Website address, digital applications
    • Information Related to People of Determination (Optional): Type of disabilities addressed in the nominated service

Why we collect personal information

Personal information is being collected for the following reasons:

  • Assessing the award nominations in different categories
  • Developing and improving our services and platform
  • Sending updates and notifications related to the award
  • Preparing statistical reports (anonymized)
  • Ensuring accessibility and usability for people of determination
  • Confirming the identity of the applicant and the entity applying for the award
  • Ensuring that only authorized representatives from participating organizations are allowed to apply
  • Facilitating communication with the applicants through collecting their names, phone numbers, and emails
  • Using the information collected to share updates, request clarifications, or notify applicants about their submission status by the award
  • Facilitating proper record-keeping, eligibility checks, and tracking of applications
  • Helping the Damj team provide the proper support to applicants, especially if technical issues arise in the submission portal
  • Enabling tailored communication in Arabic or English, depending on applicant preference

We may share this information with

  • Governmental and regulatory entities where required by law or for program evaluation
  • Service providers and partners (Evaluators, assessors, auditors, Jury, admin.) who assist in award assessment and cycle management (under confidentiality agreements)
  • Technical support teams responsible for maintaining and improving the platform (under confidentiality agreements)

Our responsibilities towards protection of Personal Information

  • Personal data should be processed lawfully, fairly and transparently.
  • DCD collects the personal data only for specific, explicit and legitimate purposes.
  • Personal data should be adequate, relevant and limited to what is necessary for processing.
  • Personal data should be accurate and kept up to date with every effort to erase or rectify without delay.
  • Personal data should be kept in a form such that the data subject can be identified only if necessary for processing.
  • Personal data should be processed in a manner that ensures security.

Your rights under Federal Decree by Law No. (45) of 2021 Concerning the Protection of Personal Data

Data subjects have the following rights regarding data processing, and the data that is recorded about them:

  • Right to obtain information (‘data access’) we hold about you
  • Right to request Personal Data transfer (‘data portability’)
  • Right to correction or erasure
  • Right to restriction of Processing
  • Right to stop Processing
  • The right not to be subject to automated decision making, including profiling: The Data Subject has the right to object to decisions issued with respect to Automated Processing that have legal consequences or seriously affect the Data Subject, including Profiling. However, the Data Subject may not object to the decisions issued with respect to Automated Processing in the following cases: Automated Processing is included in the terms of the contract entered into between the Data Subject and Controller, is necessary according to other legislation in force in the State, and if the Data Subject has given his/her prior Consent on the Automated Processing.

DCD may not charge for allowing data subject’s access to information about them. The DCD may respond to any data subject request within [30] calendar days as default, with a limited right for the controller to extend this period thereby a further two months where the request is onerous. The DCD may reserve its right to withhold the data subject's right to access data where any statutory exemptions apply.

DEFINITIONS

Personal data – “Personal Data” is defined as any data relating to an identified natural person, or one who can be identified directly or indirectly by way of linking data, using identifiers such as name, voice, picture, identification number, online identifier, geographic location, or one or more special features that express the physical, psychological, economic, cultural or social identity of such person. It also includes Sensitive Personal Data and Biometric Data.

Sensitive Personal Data – “Sensitive Personal Data” is defined as any data that directly or indirectly reveals a natural person's family, racial origin, religious beliefs, criminal records, biometric data, or any data related to the health of such person, such as his/her physical, psychological, mental, genetic or sexual condition, including information related to health care services provided thereto that reveals his/her health status.

Biometric Data – “Biometric Data” is defined as Personal Data resulting from Processing, using a specific technique, relating to the physical, physiological or behavioral characteristics of a Data Subject, which allows or confirms the unique identification of the Data Subject, such as facial images or dactyloscopy data.

Data Controller – Entity who determines the purposes and means of the processing of personal data; where the purposes and means of such processing are determined by regulator

Data Subject – Any individual who is the subject of personal data held by DCD.

Customer – A party that receives or consumes products (goods or services) and has the ability to choose between different products and suppliers. In the government, a customer will be either a government employee or a citizen or a resident or a visitor that will be consuming any of the provided government services.

Users – User is an individual, including employees (permanent & contracted employees) and non-employees (contractors, consultants, suppliers, vendors, partners, customers, etc.) of DCD.

Processing – Any operation or set of operations which is performed on personal data or on sets of personal data, whether or not by automated means, such as collection, recording, organization, structuring, storage, adaptation or alteration, retrieval, consultation, use, disclosure by transmission, dissemination or otherwise making available, alignment or combination, restriction, erasure or destruction.

Data subject consent – Means any freely given, specific, informed and unambiguous indication of the data subject's wishes by which he or she, by a statement or by a clear affirmative action, signifies agreement to the processing of personal data.
